Woodchucks might be common and widespread, but seeing them on a short visit to their range might be difficult. One 100% guaranteed place that I know of is around the main visitor center on the NC side of Great Smoky Mountains National Park.
Finding them in the NW portion of their range is always difficult, especially in Alaska and Yukon.

Another 100% spot for woodchucks, especially from a photography point of view, is the Massanutten Resort which is located about one hour west of Charottesville, Virginia. It is mainly a ski resort and time share, but to get through the gates all you have to tell the guards is you are there to hike. I usually see 20-30 when I am there. They tend to like to hangout on the golf courses and around the lakes. You can also get really close to a lot of them, even without carrying golf clubs.
