In Russia, rural police are now issued cheap thermal scopes. Since they are always the worst poachers, they invariably use the scopes for hunting, but the quality of the image doesn’t allow identifying the species, so they end up accidentally shooting people all the time. If they kill someone, they have to immediately arrest the first passer-by they manage to find at night, and torture him into confessing to the murder. Generally, if you are arrested by Russian police, the chances of not getting prison time are less than 1%. In some places people are now afraid to leave homes after dark because a few cases of the police “people hunting” became public, the most recent one in Ussuriland.
